Probably best done as a config option. Having a toggle to disable the function of changing the player's active world tier in the world tier menu.

This would allow modpacks to instead use scripts to easier manage the world tiers through their mechanics instead of depending on the player's usage of the menu.
(for example, Terraria-like hard modes, dimension based world tiers or adding items to increase/lower your world tier, etc).
