Hoes cannot be reforged or looted to achieve prefixes but they are actually a kind of digging tools, as the suitable tools for hay blocks, sculk blocks, etc. Moreover, since Apothic Enchanting provides their special enchantments, why not add hoes into Apothic system?

There is not a comprehensive set of things that feels valuable to add to hoes to make them affixable. Someone would need to spend the time to design the affixes available to them first.
