I'm currently experimenting with a datapack solution in another mod to convert rarity materials up; but it hit me that a set of blocks for this would probably work better. Stagger it out much like the reforging tables (the simple only going common to rare, then the upgrade allowing epic and legendary), and peg the transmutation cost to a ratio of anywhere from 32 to 64 lower mats : 1 higher mat.
