[1.20.1 Forge] Enchanting Table fails to register bookshelves

Environment info:
- Minecraft Version - 1.20.1
- Forge Version - 47.4.8
- Apotheosis Version - 7.4.8 (issue persists upon downgrading to 7.4.3)
- Dependencies Version - Patchouli v1.20.1-84.1-FORGE, Apothic Attributes v1.3.7
- Mod List - See below
Reproduction steps:
- Place enchanting table in any world
- Surround enchanting table with bookshelves (or any block that provides enchanting stats)
- Check enchanting stats using WAILA or entering the enchanting interface
Expected behaviour:
- Eterna, Quanta, Arcana, Rectification and Enchanting Clues update based on placed bookshelves
Actual behaviour:
- Eterna, Quanta, Arcana, Rectification and Enchanting Clues do not update, staying at their defaults, and max enchanting level stays at 3
Notes:
- Issue existed prior to adding Connector, so compatability with Fabric mods is not the issue.
- Issue existed on different machines, so hardware is not the issue.
- Issue did not exist prior to adding certain mods, so we believe that mod compatability is the issue.
- We have tried removing mods that could possibly interfere with Apotheosis' enchanting module to no avail.
