Helmet "+total attack damage" is not effective

MCversion: 1.19.2
Placebo: 7.1.4
Apotheosis: 6.1.1
Test with dummmy, jei, apotheosis, when I set the gem with affix "+ x% total damage" to helmet , it seems not effective. The damage get no change.

Can't reproduce with the same setup in dev for 6.1.2, so what is most likely is it was side-effect fixed by the logic that fixed legacy gems.
