"Ignore Light" modifier seems broken

Using version 1.18.2-5.7.7
Using a soul lantern to add the "ignore light" modifier appears to be broken. Tried with both a blaze spawner and an enderman spawner in an open area of the overworld - in both cases I didn't touch the spawners and they refused to spawn any mobs until after sunset when they suddenly started working. Only other modifier was "redstone control" and they were receiving a 15 power signal from a lever the whole time.
The dragon egg's "ignore conditions" does seem to work, however (at least for the blaze case, I'm currently in survival so access to those are limited).
