Apothic Attributes adds an Elytra Flight attribute, and to support it working correctly, it adds a modifier for that attribute to the Elytra. I don't see much point in disabling that behavior.

As for the translation issue, in 1.20 those keys should work. In 1.21 they were moved to NeoForge: https://github.com/neoforged/NeoForge/blob/1.21.x/src/main/resources/assets/neoforge/lang/en_us.json#L282
