1. Does it work with server.jar?
2. If yes, is having the mod on the server enough or does it also have to be on the client?

It needs to be on both the server & the client, in order to display the saturartion/exhaustion overlay on the hunger bar.
However if it's only on the client, it can still display hunger values on food items just fine.
