Using FTB Infinity Expert Mode
I had a crafting card in an export bus set to not use stock (I didn't realize that accelerator cards caused larger requests and made 14k crafting tables). I removed the card to stop the crafting and the bus stopped exporting. I had to put the card back, turn off the option to not use stored items, and then remove it again to make the bus export.
