Config option to set meteorite spawn frequency to 0.0 is dysfunctional (1.10.2)

Setting the options below to 0.0 does not affect meteorite spawning or frequency (using latest version)

Due to the actual spawning of meteors this config option was never really relevant. Will be removed in the future.
