Crash constructing QuartzWorldGen with B:ChargedCertusOre=false in config

I want to keep CertusQuartzWorldGen enabled but disable ChargedCertusOre. With this combination of configuration settings, loading ae2 crashes with a NullPointerException on QuartzWorldGen.java:55.
