Unstable QBT power question

EDIT: this was originally an issue report about toggles breaking my QBT. See below for an update.

Description

I have a fully functioning Quantum Bridge Tunnel, normally.
I have both sides loaded with admin worldspikes for experimentation. Those worldspikes cover more than the range of the networks.
Each side is in a different section of the same dimension (dimensional door pocket "dimensions" are located in the same dimension, enclosed by what is effectively red bedrock).
However, using a toggle bus to power one side only when the other side is on makes the network flicker unreliably.
Adding more items to the network makes it more unstable. It may stay stable with 3 terminals, but 4 kills it, unless I flicker the power, until it shuts back down again.

This is on a private, but online multiplayer server, if needed.

I believe that I've underestimated the power-draw of the QBT. I had enough power, as I'd put a fully charged dense cell in, but yet the QBT wasn't getting enough fast enough.
I just put a creative energy source next to the QBT, along with a toggle, and it's working fine.
The toggle bus somehow agitates this issue. Unsure what the connection between the two are.
Anyways, is there a rate of power transfer through the network? Is it possible the network's power wasn't being used fast enough?
