ME interface not using channels even though there's spare channels

While attempting to add an ME interface, it refuses to use a new channel. I've checked to make sure that the cable still has channels available.
Describe the bug
ME interface not using channel.
To Reproduce
I have 26 ME interfaces, and 2 crafting things attached to a dense smart cable, leading to a p2p tunnel. The last 2 interfaces don't connect
(this was done on version 3.3.59 of Project Ozone 3 if that's relevant. It's a 1.12.2 version of MC)
28 of the 32 channels should be used, but because the last two interfaces won't connect, only 26 are used.
Expected behavior
The ME interface should be using the channels available
Am I just being dumb?
