The maximum valid size of a SCS should be tied to the largest spatial cell for various sanity reasons.

Currently this would be an internal area 128x128x128 blocks. Therefore any pylon longer than 128 blocks should become invalid as well as the overall spatial region within network exceeding this limit should make the whole region invalid.
