Describe the bug

The debug tool shows that the CGA is powered, but the block state doesn't have the powered flag set, so the CGA looks disabled.

How to reproduce the bug

• Place CGA (1).
• Place Creative Energy Cell on top.
• Place CGA (2) next to (1).
• Place a cable on top of (2).

CGA (2) fails to appear powered.

Expected behavior

CGA (2) should appear powered.
