Describe the bug

Attaching any sort of cable to a cable anchor which should separate it from the ME network still causes the network to reboot, even through nothing within that network has changed

How to reproduce the bug

1. Place a creative energy cell connected to a ME drive with some storage cells
2. Place a cable anchor on a block of that ME system
3. Place a cable on that anchor which is not connected to the ME system
4. Notice that the system reboots and the drive blinks

Expected behavior

The system should not reboot if a disconnected cable is attached
