Breaking a cable bus in creative should not drop the parts themselves, only their contents

Describe the bug
This is a regression, but also the chance to cleanup the code by moving dropping the parts themselves to the Block#getDrops method (yarn).
How to reproduce the bug
Place a cable in creative, break it, and notice it drops the cable item instead of not dropping anything.
Expected behavior
No drops.
