We could say something like "This terminal doesn't have blank cards, and as such denies access to non-configured users. Insert a blank card to change the default behavior". This will hopefully reduce user confusion,

And for 1.19 I suggest changing the default behavior to "allow", since I expect that most users play in singleplayer or small servers where the safety features are not needed.

Default behavior is to allow interaction, so this is not needed anymore.
