The ME Chest's exposed item / fluid slot accepts inputs that the internal cell doesn't accept. The input will be stored in the slot and then never stored in the cell. In MC 1.7 this used to work right where the input slot would use the cell as the filter. But apparently PR #3640 broke this behavior.
