Normal Anvil enchantment-merge functionality with tools, but for Annihilation Planes.

Two Annihilation Planes with Fortune II would produce one Annihilation Plane with Fortune III. I believe vanilla also has a "prior work penalty" stat that would need to be kept track of.

Reasons why it should be considered

Consistency with existing vanilla enchanting mechanics.

With the tools that vanilla and AE2 have available, it can be a bit tedious to get a max-enchanted Formation Plane without this ability. You pretty much have to use Enchanted Books, which means RNG from every type of enchantment possible rather than just tool enchantments.

The way I discovered this is that I wanted Fortune III, and after about 40 enchantment attempts in the Enchantment Table I determined Fortune III was either too rare or flat out impossible to get from the Enchantment Table directly. I had seen Fortune II come up a few times already, and decided to try enchanting 2 and combining them. After about another 30 enchantments I had both, but found this feature was not available.
