Add a feature in config that would allow the world to generate quartz the old way through world gen if meteorites are disabled

Reasons why it should be considered

When meteorites are disabled you no longer have a method to get certus quartz.

We're not going to add quartz generation outside of meteorites anytime soon.
If a modpack disables meteorites, they'll need to introduce an alternative to it.
