If you want that, just kubeJS up a recipe for flawless budding certus (which doesn’t decay).

Both really makes no sense since there's already a block (the flawless quartz) that does not decay....

Well, the only thing I can think of is a config to only spawn flawless in meteorites. The rest is replacable via crafting recipes, as Sea_Kerman said.

what exactly is your use case?

You don't need to close it, I do think a feature-request for two additional configs is valid:

• Only spawn flawless budding quartz in meteorites
• Disable decay of budding quartz when it is broken with a pickaxe (although, that might actually be a loot-table thing you can already do yourself with KubeJS)
