new wireless terminals only have fluid keys selected

How to reproduce the bug

1. obtain a new wireless terminal, e.g. from the creative inventory
2. open it
3. open the key setting
4. only fluid is selected

Expected behavior

everything should be selected

Additional details

running /data get entity @s SelectedItem with the terminal in hand shows a missing tag for enabled key types, which then defaults to only the first selected.
I think it would make more sense to treat a missing tag as "everything should be selected"

interestingly, the terminal parts do come with everything selected
