Quantum Ring parts briefly connect to the cable before disconnecting when placed

Describe the bug
When assembling the quantum ring multiblock or just placing the ME Quantum Ring blocks without fully assembling the ring, adjacent cables briefly connect to the placed ME Quantum Ring before disconnecting. This happens only once when placed near a cable. This happens every time a new ME Quantum Ring block is placed near a cable.
How to reproduce the bug
Place any cable. Then place an ME Quantum Ring block adjacent to it.
Expected behavior
Cable does not connect to the ME Quantum Ring unless assembled into the full Quantum Ring structure and then only to the sides adjacent to the ME Quantum Link Chamber.
Additional details
Was not tested on versions below 1.20.1 But Is reproducible on both 1.20.1 and 1.21. The crash report is from 1.20.1
