The Mending enchantment doesn't work on fish bait.

Equipped bait cannot restore durability and cannot be unequipped.
If this is intentional design, have you considered disabling Mending on fish bait altogether?

Isn't it possible to apply the Mending and Unbreaking enchantment to worms and minnows? And the Unbreaking does work.
I'm on 1.20.1-2.5.4.

You can apply mending to bait?.. That's not intended for sure! What Minecraft version are you on?
