I originally thought it may be an issue caused by one of the other mods I play with, but I tested this with only these two mods (and their dependencies) and the spell books would not generate in the strongholds. They generate perfectly fine in village libraries and ruined portals. They also generate correctly in the 1.18.2 versions. Not sure what more to add, as there aren't any errors in the game output or anything.
