[BUG] Cosmetics skin only dyable from Dye Table

Describe the bug
Placing a dye bottle into the cosmetic dye slot will recolor skin blocks being worn by the player, but not skin repainted sections. Only the dye table seems to be able to recolor these.

Expected behavior
The dye bottle in the cosmetic tab should recolor all dyable sections of a cosmetic item.

Can confirm fixed in 481 and 496.

Retested on 1.12.2-0.49.1.472 and the issue is still there.

Removed Obscufate and the issue persists.
