Explorer Scrolls for Warp Portals do not honor a world border

The explorer scrolls in the generated structures do not honor world borders.
If a player enters a warp portal to outside of the world border and damage is not set to 0, you will die instantly. Outside of admin intervention, you will not be able to recover your items.
