Grates can still move waterlogged blocks

In #1494 the issue when the block above and below are both waterlogable blocks the block above would be destroyed, now this is fixed in the recent version. However the other issue still exist, which means when the block above is waterlogable and below is air, the waterlogged block above will be moved below.
