Unable to target other players with projectile

Title pretty much, i wanna heal and buff my others but they do not seem to work on other players so far.. Idk if it has anything to do PvP being off, but i really wanna just buff and heal them, and it isn't working :s ... Oh right and i should add that touch does work, but not projectile.
