all versions prior are working correctly without this issue.

those 3 versions mentioned, all of the item Scrolls (Allow,Deny,etc) .. when you attempt to inscribe an item, block, etc on the scroll for filtering.. there is no "item added" message like in prior versions and the item is never added to the scroll.
