Suggestion:

When using the Dampen modifier to reduce a spell's damage to zero, that spell shouldn't trigger mob responses to being damaged, such as angering zombie pigmen, angering bees, causing most passive mobs to flee, and getting blinded by squid ink.

The Cut spell does 1 damage normally, but combined with Dampen it causes 0 damage.
