[1.16.5] Runes no longer trigger properly

In some earlier version, I had a simple rune setup that would cast harm/dispel on the entity that triggered it. It was set up in a witch farm so I'd get Wixie shards. It was working quite well, but with some recent update I've noticed that when an entity stands on it now, it fires once properly, goes into cooldown, then will 'fire' again once off cooldown but it won't cast the spell again.
The only way to get it to cast again is if all entities get off of it, then something triggers it again.
