ore excavator and projectile and break with vein miner or ore excavator doesn't use enough mana and can break allot of blocks and bypasses the mana requirement per block. it also bypass allot of the requirements for mining levels right off the bat. without amplification you can already mine diamond and then one more amplification it goes into cobalt ect. should make it spread out more across all of the levels to make people require more instances of amplification to get up to diamond.

if a setting could be made to adjust the levels of mining per amplification would make it more adjustable for each modpack based on what ores are present

Typically packs are advised to blacklist the spellbooks if they use some type of veinminer. FTB Ultimine is one that does this.
The spell system is not designed with veinminer in mind, and there isn't typically a way to differentiate if those are being used or not.

I would add these items to those mods blacklists.
