[1.19.2] Evaporate not working on waterlogged blocks

using spellbook,
glyphs used in spell:
Projectile + Evaporate + AOE + AOE + AOE

sceanrio 1:
I was in an underwater upsidedown shipwreck (for more specific context).
In the captain's quarters (the big back room at the stern of the ship).
I tried hitting a waterlogged fence block directly, and I tried hitting adjacent blocks.

scenario 2:
I even tried my evaporate spell on a waterlogged fence block in the following test scenario:
I put a fence block on dry land and used a water bucket on it to make it a waterlogged fence block.
Then i used the aforementioned evaporate spell on the waterlogged fence block and on surfaces around it. The source block in the waterlogged fence block remained present.

additional info:
I even used an empty bucket on the waterlogged fence block in both the original scenario and in the isolated, dry-land scenario to confirm that the empty bucket would indeed remove the water source from the fence block.

I do understand that, in vanilla minecraft, if you have a 2x2 horizontal arrangement of water source blocks and you put a fence into one of them and then you use an empty bucket on the waterlogged fence block, the water source will disappear from the fence block and then reappear. This is not what is happening in either scenario 1 or scenario 2. The water source is not even disappearing from the waterlogged fence block.
