using spellbook,
glyphs used in spell: Touch + Growth

scenario:
I am completely submerged underwater at the bottom of the ocean.
I attempt to use the aforementioned spell on the seafloor (on bare dirt and then also on bare sand) in an attempt to grow seagrass; nothing happens.
I confirmed that using bone meal on the seafloor, here, does work to grow seagrass from nothing.

Additional info:
-The result is the same if using the Projectile glyph instead of the Touch glyph.
-Using the original "Touch + Growth" spell directly on short seagrass does turn it into tall seagrass.
-Likewise, using "Touch + Sensitive + Growth" directly on short seagrass does turn it into tall seagrass.
