Stabilized Warp Scroll cannot teleport to the Twilight Forest

Whenever I set a Stabilized Warp Scroll to the Twilight Forest, the portal is invalid and refuses to teleport me.
Seems to work fine for any other dim (Nether, Blue Skies).
Thought it might be a config with Twilight, but other teleporters are having no issues going there (tried with Mekanism without issue).
Testing on limited instance now with only Twilight Forest, Ars Nouveau, and dependencies. Issue persists. Very strange.
