SMP Server Console spammed with Random Numbers on version 3.13.1

Hi! So when I updated my server to include version 3.13.1 the other day, I started noticing a ton of weird spam in the console. It looks like this: https://i.imgur.com/7EsIBhj.png
However, nothing like that shows in the latest.log or debug.log:
latest.log
debug.log
It seems to be occurring at the time of the "handshake" when a player attempts to sign in, but it doesn't seem? to be limited to that time?
When I revert to 3.13.0, the issue does not occur. We are using Forge 43.2.6.
