Some custom tools aren't created

Issue Description

When I create custom tools that use ingredients from other mods that are loaded after AW, those tools are not created. This is caused by AW resolving the ingredient string to an item during the pre-init phase. A possible solution is to delay the resolution until the recipe registration occurs.
