Expected Behavior

i would like to see that tools get "mining levels" that you can specify a recipe and a mining level for the tools that you use
example:

output: steelplate (1mm)

x=steel ingot
o=None

a=cutters(ml3)
b=hammer(ml3)
c=File(ml3)
ml=miningLevel

out= steelplate

Current Behavior

you would need to specify the recipes for every tool one by one to sort out wooden or copper tools from being used
