[1.7] Pipe belt filters

Implement filter upgrade for all pipe belts.

The filter will apply to the entire belt and should work with sorting upgrades. By default, it will allow filtering what can be inserted into the belt (outside -> inputs) and what leaves the belt (center -> outputs).
Filtering will work based on groups. Each belt will default with 1 group per connection. This can be changed by setting the group in the GUI. Additionally, groups can be color coded to better understand relationships. Color codes will show up on the belts.
