To make life easier for larger packs. Add standalone setting that lets players pull the carts instead of adding it to the pull animals whitelist so any saddleable mobs arent missed.

What came to mind instead to me was having the config include a generated comment of the default mobs it uses so it can be copied and edited as desired. It will be in the next patch.
