Throwing nocturnal powder will have no effect while it's day on the surface, the cloud will never spawn anything.
Throwing nocturnal powder in a dark place like a cave will have very little result, and maybe spawn a single mob. Same with throwing it at nighttime on the surface, you will be lucky to get a single mob to spawn out of one cloud.
