after i upgraded the crafting altar to tier 2, i broke the block to move it to a new spot and now im not able to craft anything with after placing it back down.

Read the journal. It requires a structure around the altar for tier2 - you can still craft the tier1 recipes in it eventhough it doesn't have a structure.
