I noticed that static charge is already fixed to respect pvp mode long ago. But it would be great if this perk would respect the friendly fire option as well.
Scoreboard is a vanilla minecraft feature and more information can be found here.
Steps to reproduce.

1. Have pvp mode on in a server.
2. Create a scoreboard team and add all buddies into the team, using the /scoreboard command.
3. Use the /scoreboard teams option friendlyfire false command to switch off pvp among teammates.
4. Try to hit your buddy. It should not hurt.
5. Hit some mobs beside your buddy. He/she will get hurt by the static charge.
