After 12 times the state 5 path block is stepped, it should be permanant

In my opinion, this should be opt-in rather than opt-out. Because if a user really wants a permanent path, he can just make a vanilla grass path 🤔

For now it's enable by default, but I want the creation of the path organic and interaction-less.
