It's all normal, but the only person that can use a bending it's the host, other people get the same bending as the host and can't use it or use commands/items to change their bending or to use it in general.

Yeah that's kind of a known bug, probably because online mode is disabled by default. Is there a setting for whether it's cracked mc? Try using a dedicated server instead
