
Support for fallback providers in NeoForge

NeoForge does not support fallback capabilities and iterating through the registry does not help in all cases because tags are not available when registering capabilities.
While this unfortunately means we have to register capabilities manually in order to be fully mod-compatible on NeoForge, we can at least support simulated capabilities as fallback when accessed through the Balm interface, to avoid having to add special-cased code in common.
