Updating balm breaks balm - "Balm not installed - Requires balm 21.0.0 or above, running 21.0.15"

Describe the Issue
Automatically updating balm via curseforge results in balm-neoforge-1.21.1-21.0.15.jar to be installed which is not compatible with Forge. Instead, balm-forge-1.21.1-21.0.15-all.jar needs to be manually installed for Forge to load without crashes.
