Items despawn as set time when dropped by player, but not if dropped any other way.

Description
We have create mod on our server, so perhaps it's more of a mod incompatibility, I'm not sure. When using a tunnel bore, which utilises mechanical drills, if the chests are full and a configured block drops (in this case, netherrack) it only uses the global despawn timer. If the netherrack is thrown by a player, it takes as long as I've set it to be.
